ZONE 10 ADALAT - 21.12.2010



FRAT Zone-10 representing 42 RA's from Corporation Wards Palayam, Vazhuthacaud, Thycaud, Jagathy & Arannoor organised a Departmental Adalat at Gandhi Nagar RA Hall, Near Amritha TV, Vazhuthacaud on 21st Dec 2010 at 3 pm. The Adalat was inaugurated by the Hon. Mayor Adv. K. Chandrika. Officials and Representatives of various Government Departments and Councillors of the 5 Wards took part in the Adalat which was held to address the grievances of members of the Zone.

FRAT Patron T.K Bhaskara Panicker welcomed the gathering and the Zone President V.R Janardhanan chaired the meeting. Among those who attended the Adalat include FRAT Patron Adv. Paraniyam Devakumar, Treasurer M.S Venugopal and Publicity & Publication Convenor C. Syam Mohan. Zone Secretary R.L Mohan Kumar delivered the vote of thanks.

ZONE 18 FREE HOMEOPATHIC MEDICAL CAMP - 10.06.2010



Muttathara Ward Residents' Association in Association with Homeopathy Dept. conducted a free medical camp on Thursday 10th June 2010 at Gangadharan Memorial Hall, Perunelli, Muttathara. The Camp was inaugurated by the FRAT president Pattom Sasidharan Nair.

FRAT General Secretary Adv. Punchakkary Raveendran Nair, Dr. Augustine (Homeopathic Dept.), Muttathara Vijayan (MWRA President), Muttathara Mohanan (MWRA Secretary), A. Gopakumar (FRAT Vice President), S. Radhakrishnan (Health Committee Convener), N. Siva Kumar (Karali Eanchakal RA), S. Sujith Kumar (Zone 18 President) and Viswanathan (Zone 18 Secretary) were among those who participated in the function. The camp supplied medicines to around 1000 persons.


FRAT DHARNA AGAINST MILMA - 26.05.2010



FRAT staged an agitation in front of Milma Headquarters, Pattom against Milma's monopoly state of affairs and its arbitrary decision to hike the price under the guice of their false claim to benefit the small scale milk producers in the state. It was stated that FRAT will not allow Milma to continue their extravaganza at the cost of the consumer public. FRAT is determined to fight against the monopoly weilded by the Milma in the field of Milk supply.

The Dharna was inaugurated by the famous Cartoonist and Humour Writer Shri. S. Sukumar. Vazhuthacaud Narendran, R. Ajith Kumar, FRAT President Pattom Sasidharan Nair, General Secretary Punchakkari Raveendran Nair, Treasurer M.S Venugopal and Vice President Pullimood Sukumaran Nair were among those spoke on the occassion.

FRAT's Bi-Monthly News Letter was released by Hon. MLA Shri.  V. Surendran Pillai at the Executive Meeting held at YMCA Hall on 19th May 2010.   The News Letter contains Articles, Meghala news, Member Associations News, details of Office Bearers etc.


INAUGURATION OF MOBILE MAVELI STORE - 18.03.2010

Civil Supplies Dept. in Association with FRAT launched its Mobile Maveli Store at MSK Nagar Residents' Association, Manacaud on 18th March 2010 at 5 pm. This facility will provide for the distribution of Rice and other provisions at a lower cost as fixed by the Govt. to the residents coming under FRAT.

The function was inaugurated by the Hon. Minister for Food & Civil Supplies Shri. C. Divakaran.


KARAMANA-KALIYIKAVILA NH ACTION COUNCIL - 17.02.2010



NH action council formed with the main participation of FRAT, staged a Mass People's Dharna in front of Govt. Secretariat on 17.02.10 demanding urgent action for the development of Karamana-Kaliyikavila National Highway, to include funds for the same in the Budget, putting an end to increased road accidents and accidental deaths in the region and towards the neglected state of affairs of South Kerala.

The Dharna was inaugurated by Ex-Minister Shri. V.J Thankappan. Shri. George Mercier MLA, FRAT President Pattom Sasidharan Nair, Secretary Adv. Punchakkari G Raveendran Nair, Patron C. Rajagopalan Nair, Vice President A. Gopa Kumar, Joint Secretary A. Sugandhi Nair & G. Radhakrishnan, PRO Sivan Thampi, Adv. Mohan Kumar, Adv. Shanavas, Shri. K.E Maman, FRAT Zonal President N. POOJAPPURA UNNI NAGAR RESIDENTS' ASSOCIATIONS YOUTH WING (PURA) INAUGURATION - 24.01.2010

MUTTADA ANCHUMUKKU RESIDENTS' ASSOCIATION AND THE TRIVANDRUM REGIONAL CANCER CENTRE



Shri K.P Ouseph, President of Muttada Anchumukku Residents' Association has collected Rs.12,200/- from 42 member families and handed the amount to the Department of Palliative Medicine of the Regional Cancer Centre, Trivandrum as its its initial support to the inmates. The Association is planning to raise a substantial sum from the remaining 120 families in the second phase. The picture above is an offertory kept by the Association for the purpose. The office bearers of the Association deserve to be appreciated for their philanthropic activity.

Sir,
Sub: Proposals for the Overall Development and
Social Security - Capital District of Kerala.

At the outset we heartily congratulate you on your being returned from the Thiruvananthapuram Lok Sabha constituency and on your assuming the prestigious office of the Minister of State for External Affairs, Government of India.

We also thank you for granting us an audience on the subject.

As you are kindly aware, Federation of Residents' Associations Thiruvananthapuram popularly called by its acronym FRAT is the apex body of more than 700 registered Residents’ Associations in the Thiruvananthapuram District.

We are highly excited to learn that you have already initiated dialogues at various levels to address the problems prevailing in the district. We admire you for pledging your full co-operation with the Honourable Chief Minister of Kerala for the development of the State capital. We also proudly note your declaration that, being the elected representative of the people of the constituency, you are ready to work for the welfare of the people cutting across the party politics and that you are willing to initiate efforts jointly with Sri. A Sampath M.P. for the total development of the District.

We are quite optimistic that, with your expertise, experience and the treasure of knowledge coupled with your easy access to the Honourable Prime Minister, the UPA Chair person, the Union Ministers and other top echelons in the Central Secretariat you will be able to attain the desired goal of elevating the capital city into a global town.

We realize that development is of little value in the absence of pure air to breathe and safe water to drink. You will appreciate that social security should also be our concern particularly when the younger generations are being drawn by the underworld. We are sure that your developmental plans will address these issues, too.

We expect that you will be our Ambassador for the State of Kerala at New Delhi for the implementation of its various projects especially those in the capital city and district.

In this context we have the following points for your kind perusal and consideration apart from the ongoing efforts directed towards the development of infrastructure.

1. Common Platform: In order to ensure the sustainable development and social security of the capital district, institution of a common platform comprising the elected representatives, political leaders, social and cultural activists, environmentalists, NGOs including the FRAT will be very expedient.

2. Ministry for Capital City Development: The demand for a separate Ministry exclusively for the development of State capital still remains afire despite the assurances given to FRAT by the state secretary of the CPI (M), other political leaders of the LDF during formation of the present ministry and also by the Honourable Chief Minister (on the Floor of the Assembly). We are of the strong view that if this matter is taken up by you, the Government will be under inescapable pressure to make it a reality.

3. High Court Bench: This is the long cherished dream of the people and it needs to be translated into a reality either with the approval of the Chief Justice of Kerala or by invoking S-128 (Power of the Indian Union President to remove difficulties) of the State Re-organization Act 1956 – a copy of the detailed memorandum on this subject addressed to the Union Law Minister is submitted separately.

4. Vizhinjam Port: We suggest that there should be a special package of central assistance for the infrastructural facilities including construction of warehouses in the adjacent Taluks for an even spread of the economic development in the District.

5. International Airport: People’s legitimate demand for the retention of the independent status of the Trivandrum International Airport needs to be acceded to. Works relating to the expansion of the airport and the Air Craft maintenance Unit should also be augmented.

6. Railway: A Railway Zone in Kerala with its headquarters in the capital, a third terminal and a coach repairing unit at Nemom, and a Metro Rail system connecting hilly areas and sea shore of the District.

7. Water Logging in Thampanoor and East Fort: Implementation of an ideal project for resolving the continued water logging in the East Fort and Thampanoor areas during the rainy season will be absolutely essential in view of the expanding tourism.

8. IIT for Kerala: The eerie promise of granting an IIT for the state needs to be vigorously pursued and it should be in Thiruvananthapuram.

9. IT Sector: Development of Thiruvananthapuram as the National Capital City for I.T. will be in keeping with the efforts to turn the capital into an enticing locale.

10. AIIMS Status: The Thiruvananthapuram Medical College and Hospital should be accorded the status of AIIMS so as to benefit from its academic and healthcare excellence.

11. Health Centres: A special package to empower the existing Primary Health Centres and Community Health Centres should be urgently contemplated and the concept should be extended to the Urban area.

12. Stray Dog Menace: In view of the recent Supreme Court Judgment having disabled the local Self Governments from killing stray dogs posing dangerous and fatal threat to people, the Central Urban Ministry should file a Review Petition before the apex court and get the order modified.

13. Tourism: Special schemes for the development of tourism and introduction of packages for Pilgrim Tourism, Health Tourism, Magic Tourism etc should be initiated.

14. Sports: A sports complex and a cricket stadium of Inter National standard should immediately be established especially in view of the prospects of Kerala being considered for the National Games.

15. Agriculture: Special packages providing for the sustainability of paddy cultivation, fisheries and plantations as well as for the welfare of workers engaged in these and other traditional sectors should be designed and implemented.

16. Industry: Industrial units based on agricultural products need to be established.

17. Land Bank: Special funding for the purchase of land in the Neyyattinkara, Nedumangad and Chirayinkeezhu Taluks as well as in the suburban areas of Thiruvananthapuram Taluk should be envisaged so that the capital district does not run short of land when the entrepreneurs approach the Government.

18. Human Resources: A new scheme for utilizing of the expertise and experience of the retired employees of the State (for training programmes, youth empowerment initiatives etc) and to channelize the talents and energy of the unemployed youth for fruitful purposes.

19. Slum Eradication: Employment-oriented schemes to eradicate slum dwelling which is the abode of all evils in the society, should be envisaged.

20. Health Insurance: A comprehensive health insurance policy covering all the families in the district, regardless of their economic status has to be evolved by the Central Government. Under this scheme the basic premium is to be borne by the Government for all the citizens, but with a provision to opt for higher slabs at their own cost, if they so desire.

21. Dual Benefit Schemes: Subsidy for bio gas and solar plants must be given so as to reap double benefits attributable to the nation. While biogas facilitates garbage disposal at source and supplementing cooking gas, the solar plants pave the way for alternate source of energy and avoidance of air pollution.

22. International Park: The limited city space does not allow the establishment of a park of international standard. If interior regions are identified and earmarked, a scheme for an International Park will become feasible in suitable locations in the Neyyattinkara and Nedumangadu Taluks.

23. Information Centre: For an easy and reliable access to data regarding various higher education courses (including scholarships) offered by foreign universities and the details regarding the employment opportunities and prospects available abroad, an Information Centre will be of great help to the young.

24. Rain Water Harvesting: To prevent the ground water level from falling fast and the large quantities of water being lost into the rivers and the seas, schemes to conserve rain water on a mandatory basis are to be evolved at the national level.

25. CBI Court: Steps to establish a C.B.I Court in the state capital need to be taken on a priority basis.

26. Sky Bus: A survey-cum-study for the introduction of a sky bus in the capital city should be undertaken urgently so that it will adorn the concept of Global Town if found feasible.

27. Sleeping Projects: Certain projects like the Habitat Centre (foundation stone was laid during the BJP Government at the instance of Shri O. Rajagopal, the then Minister) should be revived and the completion ensured on a time-bound basis.

28. MP Fund: The MP fund may be utilized, inter alia, for the following:

1. Installation of an Internet Cafe with an Information Kiosk) in each Panchayat in furtherance of computerization and for familiarizing e-governance among the rural folk. (In order to meet establishment expenses, reasonable rates vis-a-vis the commercial charges may be fixed)

2. Procurement and supply of Mobile Road Repairing Units for use by local self Governments.

RESIDENTS The voice of Zone 13!

Adding a feather to their cap, Zone 13 of FRAT has recently brought out a monthly titled RESIDENTS. The magazine was released by Dr G Balamohan Thampy, formerly vice chancellor of Kerala University and currently president of Kerala Grantha Saalaa Sangham, by presenting its first copy to Shri G Sankar, chairman of Habitat Technologies Group at a meeting hosted by Cherukara Gardens Residents Association and chaired by zones president Shri G Radhakrishnan on March 15, 2009. The zone president hoped that the monthly would not only pave the way for more interaction among member residents but also serve as a forum for the talented individuals to display their creativity. He appealed to all residents associations to cooperate with the zone by maximizing subscription to the publication. Among others who spoke at the meeting was FRAT vice president Adv Paraniyam Devakumar who hailed the functioning style of the zone and appreciated its efforts to disseminate information to the residents. All the speakers felicitated the zone for its initiative and wished the literary venture every success.
